In the urban centers powerful groups have taken over making life difficult for those who choose to stay within the borders of once great cities, while beyond the Outliers live, doing their best to remain out of sight and out of mind. Salene Chase is an Outlier, living with her people beyond the fringes of the city, but during her latest trip to barter she learns things are changing.
